Mục tiêu nghiên cứu:

Trên cơ sở nghiên cứu lý luận về Quản lý phát triển đội ngũ giáo viên theo chuẩn nghề nghiệp giáo viên phổ thông tại các trường tiểu học và khảo sát thực trạng phát triển đội ngũ giáo viên theo chuẩn nghề nghiệp giáo viên phổ thông tại các trường tiểu học địa bàn huyện Tiểu Cần, tỉnh Trà Vinh; đề tài đề xuất các biện pháp quản lý phát triển giáo viên các trường tiểu học ở huyện Tiểu Cần, tỉnh Trà Vinh theo chuẩn nêu trên; nhằm góp phần khắc phục những hạn chế, bất cập và cải thiện chất lượng đội ngũ.

Abstract:

Universities are struggling in competition and meeting the needs of the stakeholders. Organization culture is one important factor that will help organizations develop themselves. An identification of how organizational culture manifests among university members and stakeholders can provide campus leaders with the relevant information to better advocate for more relevant changes that ultimately benefit the institution. This study investigates the concept of current organizational culture at Tra Vinh University and to identify whether there exists congruence between perceived organizational culture types and extent of globalization response of the University in terms of the four neo-liberal characteristics, namely “self – interested individuals”, “free market economics”, “commitment to laissez–faire”, and “commitment to free trade”. Utilizing the Organizational Culture Assessment Instrument (OCAI) developed by Cameron and Quinn (1999, 2006, 2011), data were collected from a sample of representatives from Tra Vinh University and the local community (n = 200). The results indicated that the perceived culture was mostly hierarchy culture, and followed by clan, adhocracy, and market. Clan culture was observed to have a significant positive correlation to the globalization response of the University, meanwhile, market and hierarchy culture were explored a negative correlation. This piece of diagnostics sets the direction for further development in terms of which the progress of the university’s organizational culture will develop towards accelerating the globalization process of the University.

Abstract:

Education is one pivotal factor that determines an individual’s ability to move up the ladder of success. A strong educational environment is essential for any learner to attain successful mobility in his or her later life as an adult which bears societal impact. Completing secondary education is essential for any chance to achieve educational and financial success in life but failure to do so can pose threat to the country’s economy. In spite of the numerous evidence that completion to secondary education paves the way to better life-personally, professionally, or financially in adulthood, waves of high school students drop-out every year which is the case of the Khmer secondary school students. This study examines the factors that cause Khmer students drop out. Significant outcomes of the research showed ecological related barriers: family, school, student self-efficacy, and cultural. It is with hope that by examining the barriers to completing secondary education among Khmer high school students, the findings will contribute in reducing the dropout rate of Khmer students in Tra Vinh province which can serve as one of the inputs for a comprehensive approach to address the situation.

Abstract:

In Vietnam, the transition of higher education from the dependence of government has increased strong competition between Tra Vinh University (TVU) and other higher education institutions. The training of universities is also influenced by the rules in the market mechanism. This research developed marketability strategies of TVU by identifying the needed skills and competencies of the graduates and the preferred university characteristics of students according to the perspectives of the other universities, industries, and the community. The research used Participatory Action Research. Results showed that communication skills, analytical, and logical skills, computer skills, and practical skills and are highly expected, except for presentation on communication skills. Organization of tasks, research, professionalism, and leadership, work attitude, and communicative competencies are highly expected, except for handling work pressure competencies. The basic requirements in the 21st century are highly expected with creative skill and effective teamwork skill. Reputation, infrastructures, qualified lecturers, and the opportunity to get a job are the preferred university characteristics. Marketing strategies on how to capture and identify students’ market demand, help graduates to find jobs and businesses with a quality and specialized workforce, provide program responsive to the needs of recruitment of businesses. The dynamics of TVU Marketability is achieved by the participation of other universities, industries, and communities towards outlining the needed skills and competencies of graduates, university characteristics preferred by students, and marketing strategies to be employed in attracting students’ enrolment, thus producing graduates that would fit in to labor market demands and help build a sustainable economy of the University

Abstract:

Scientific research management is a core activity of the university, an activity established at the level of the organization, to find ways to add value to the research activities of academic staff. It plays an important role in the research processes that leads to technology transfer, brokerage and knowledge sharing, scientific cooperation, success, and productivity. It is research that helps build unique knowledge based on leadership and management practices and developing leaders and effective management. This study is based on the Research Management Model of Jan-Hendrik Schretlen (2014). The objective of the study is to understand research management at the organizational level in the schools of Tra Vinh University. The status of current research managers on scientific research management inputs such as personnel, policies, budgets, facilities, and priorities that meet requirements, are evaluated from advance or more. Findings revealed that management aspects, management tasks, management skills, management structure, and management tools are highly appreciated by schools. Also, there is an inverse correlation between performance and research management, an inverse correlation between citation and management tasks, between citation with the management structure. The management structure and management tasks have a negative impact on the citation. There are differences between schools in management efficiency, schools with academic strengths, and research as diverse fields of organizational resources and implementation of knowledge management to apply standards. On that basis, a series of recommendations for the implementation of this revolutionary scientific research management has been provided.
